Chinese Government have asked foreign Ministers
to agree to prohibition of cocaine on same terms as
prohibition applying to morphia, see your despatch
No.30 of 1909. Am I authorised to agree? If so, I
will send home King's Regulation for approval as soon
as all the foreign Ministers have consented to prohibi-
tion.
